The City of Schertz is based around a Council-Manager form of government, where an elected City Council & Mayor provide legislative direction for the community and, among other responsibilities, appoint the City Manager. The City Manager oversees all departments, ranging from Permitting and Municipal Court to Planning and Economic Development.

The City of Schertz Economic Development Corporation (SEDC) is a nonprofit, industrial development corporation. The affairs of the SEDC are managed by a Board of Directors, which is composed of 7 members appointed by City Council. The City Manager, or his/her designee, shall serve as the Executive Director of the SEDC to provide administrative support services for the advancement to economic prosperity for the City.
