Schertz Formally Adopts Comprehensive Economic Development Strategic Plan Developed with TIP Strategies, Inc.

Schertz, Texas – September 9, 2026 – The Schertz City Council has officially and unanimously adopted a new Economic Development Strategic Plan, marking the culmination of a seven-month partnership with Tip Strategies, Inc.  This data-driven, community-informed blueprint establishes a bold vision to guide the City of Schertz Economic Development Corporation (SEDC) board and staff as they continue to spur growth, retain talent, and strengthen financial resilience over the next three to five years.

The finalized plan serves as an actionable playbook for local leadership, built around three core priorities identified during an intensive analysis of the regional economy.  The process combined quantitative research with extensive public outreach, gathering insights from residents, business owners, educational institutions, and civic partners through workshops, interviews, and public meetings with the SEDC and City Council.  

An important part of the process was the selection of a 40-member advisory committee, which provided feedback on data findings during three key strategy sessions. 
“Adopting this plan is a monumental step forward for our community,” said Amy Madison, Interim Executive Director of Economic Development.  “Working alongside TIP Strategies and the advisory committee, we identified our competitive advantages in a rapidly evolving market.  This is not a plan that will sit on a shelf; it contains clear, measurable benchmarks that ensure our local government and economic partners are aligned to deliver sustainable prosperity, high-quality jobs, and vibrant public spaces.” 

The strategic plan includes a focus on target industries: advanced manufacturing, defense technology and aerospace, food manufacturing, IT and professional services, and power and energy.  It was developed in part based on data gathered from nine benchmark cities in Texas, five outside of Texas, and the three counties within the Schertz City limits – Guadalupe, Comal, and Bexar. 

The newly adopted strategic plan organizes Schertz’s long-term economic roadmap into three distinct interconnected pillars with a comprehensive implementation matrix: 

Goal 1 – Business Attraction, Retention, and Development 

Ensure a sustainable and diversified commercial and industrial tax base 

Goal 2 – Talent and Workforce Development 

Enhance Schertz’s economic competitiveness for business development 

Goal 3 – Quality of Place 

Cultivate physical assets that establish a sense of community 

Implementation of the plan begins immediately, according to Madison.  “Our team is ready to move forward, collaborate with our partners, and deliver results that strengthen our economy and enhance the quality of life for everyone who lives and works here.” 

As the Strategic Plan moves into its implementation phase, the City of Schertz and the SEDC will begin coordinating with regional partners, local employers, and community stakeholders to prioritize early-action initiatives. Over the coming months, staff will establish timelines, assign responsibilities, and launch projects aligned with the plan’s core goals. Regular progress updates will be shared with the City Council, advisory committee, and the public to ensure transparency and maintain momentum. With the plan now officially adopted, Schertz is positioned to turn strategy into measurable results that strengthen the local economy and enhance quality of life for everyone who calls the community home.
